Financial Support Policy- Financial Support will be provided to financial members to act as delegates at the Annual General Meeting of the Australian Primary Principals Association (APPA) and to attend the APPA Annual Conference (10 delegates each with voting rights as per the APPA Constitution).
- Financial Support will be provided to financial members to act as delegates at the Annual General Meeting of the Australian Secondary Principals Association (ASPA) and to attend the ASPA Annual Conference (4 delegates each with voting rights as per the ASPA Constitution).
- Financial Support will be provided to financial members to attend the International Confederation of Principals (ICP) biennial World Convention (3 delegates).
- Members seeking financial support to attend the above Professional Development activities are required to complete an Expression of Interest Form which must be forwarded to their Chapter Executive for endorsement and the substantiation of involvement in ANTSEL activities.
- Completed Expression of Interest Forms to be forwarded to the ANTSEL Professional Development Committee comprising President, Vice-President Primary, Vice-President Secondary and Treasurer for due consideration.
- It is a requirement that delegates provide a written report for the ANTSEL newsletter and report to Chapters as appropriate.
Membership Policy- Application for membership - To apply to become a member of the Association a person must submit a written application for membership to the ANTSEL Executive Committee in a form approved by Executive Committee; and signed by the person.
- Membership shall be available to any person in charge of a Northern Territory School (Principal) and Assistant Principal or occupying such a position on a temporary basis.
- Membership may also be conferred on any person undertaking a similar role, deemed suitable. Such persons should be recommended by their Chapter and endorsed by the ANTSEL Executive Committee.
- Associate Membership may be conferred on any person deemed suitable by the ANTSEL Executive Committee. Such persons must be recommended by a Chapter and endorsed by the Executive Committee.
- Life Membership - ANTSEL may confer the honour of honorary “Life Membership” on a member who has demonstrated valuable service to ANTSEL and the profession over a considerable period of time.

A secret ballot conducted through a postal vote will be held for the positions of President, Secretary, Treasurer/Public Officer, Vice President Primary and Vice President Secondary. ANTSEL shall appoint a Returning Officer for the conduct of the election. Election dates: The ANTSEL Executive shall, after consultation with the Returning Officer, set the dates during which the ballot shall take place in readiness for the results to be formalised at the Biennial General Meeting. Eligibility to vote: To vote in an election members must be financial or a Life Member by the close of business 31 March in the year of the election and provide a current postal address to the ANTSEL Executive Officer which will be forwarded to the Returning Officer. Each financial or Life Member may only vote once for each position. Nomination: - Members wishing to be nominated for the positions of President, Secretary, Treasurer/Public Officer, Vice President Primary and Vice President Secondary must forward a fully completed Nomination Form accompanied by a Candidate’s Statement being a maximum of 50 words to the Returning Officer no later than 12 noon on the day set for close of nominations.
- The nomination form must be signed by:
- two nominators entitled to vote in the election
- the nominee, also a financial member, signifying his or her willingness to stand for election
- Members may be nominated for more than one position.
- Where there is more than one nomination for a vacancy, the Returning Officer will conduct a draw for position on the ballot paper.
- Should there only be one nomination for one vacancy after the close of nominations the nominee will be duly elected.
- Life Members cannot be nominated for positions but can vote and nominate a financial member as a candidate.
Ballot Paper: - Members will be directed to mark the ballot paper with a cross against the name of their preferred candidate.
- Members will be instructed to return their completed ballot papers to the Returning Officer in the envelopes provided, by the due date.
- Ballot papers to be kept securely by Returning Officer at all times.
- Informal ballot papers include those that are blank, marked with multiple crosses or the vote can be identified. A tick or other alternative can be accepted provided the voter’s intention is clear.
Spoilt or lost ballot paper: Members must provide a statement to the Returning Officer. The Returning Officer will discuss and if necessary issue a replacement ballot paper. Scrutiny: - The count will be conducted at the Returning Officer’s premises.
- Candidates may appoint a scrutineer to observe the counting of votes at the office of the Returning Officer.
- The count will be undertaken in the following order President, Secretary, Treasurer/Public Officer, Vice President Primary and Vice President Secondary. Any candidate elected to a position becomes ineligible for any position still to be determined.
- Ballot paper envelopes will be excluded from further scrutiny if received after the deadline, or are unsigned or more than one envelope is received from the same member.
- The person with the highest number of crosses (or other marking accepted by the Returning Officer) on formal ballot papers will be elected.
- Should there be a tie for a position the Returning Officer may conduct a recount. If there is still an equality of votes the Returning Officer will conduct a draw by lot. The name drawn by lot will be the candidate elected.
- In the event of a challenge on the formality of a ballot paper the Returning Officer’s decision shall be final.
- Ballot materials to be retained by the Returning Officer for a period of 6 months following the formal declaration of the poll.
Declaration of Election results: The election results will be formalised by the outgoing President at the ANTSEL Biennial General Meeting. Costs: ANTSEL is responsible for reimbursing the Returning Officer for direct costs and management fees. STATEMENTS A candidate must lodge a ‘statement’ with the Returning Officer for inclusion in the postal ballot material sent to voters. The statement must be lodged with the nomination form by no later than 12 noon on the day nominations close. Submitting the Statement The Returning Officer will check the statement and if all details are in accordance with guidelines, it will be accepted. It is preferred that the statement is submitted electronically in WORD with accompanying hardcopy or scanned print. The candidate should check the statement carefully - full responsibility for the accuracy of the statement rests with the candidate. Statement The statement MUST: - be in English;
- be no longer than 50 words;
- not refer to another candidate standing for election without the written consent of that other candidate which must be lodged at the time of lodging the statement;
- be submitted in continuous text with no paragraph breaks;
- be left-aligned; and
- of the same font size.
Should NOT: - include any dot points, underlining, italics, bolding or CAPITALS (with the exception of common acronyms).
- submit a typed or handwritten statement all in upper case as it could then be difficult for staff to determine which words should begin with a capital letter.
Note: The Returning Officer: - is not responsible for correcting any errors in grammar, punctuation or spelling in statements. Candidates are therefore advised to check their statements thoroughly before submitting them to the Returning Officer.
- may reject a statement if, in his opinion, it contains offensive or obscene material or is likely to mislead or deceive a voter in the casting of his or her vote.
If the statement does not comply with the format requirements, the Returning Officer will edit the content as required. If a statement exceeds 50 words, only the first 50 words will be printed. The following rules will be applied to the counting of words: - punctuation, dashes, brackets, etc. are not included in the 50 words
- only normally hyphenated words will be accepted as one word
- 17 January 2010 = 3 words
- 17/1/2010 = 1 word
- UNESCO = 1 word
- DipEd = 1 word
- re-election = 1 word
- 50 = 1 word
- a = 1 word
- I = 1 word
- Telephone number = one word
- Email address = one word
- Web address = one word.
ANTSEL Awards PolicyANTSEL believes that it is important to recognise and reward significant contributions made by ANTSEL members to education in the Northern Territory using this recognition to raise the profile of NT educational leaders in the whole community. ANTSEL may confer the honour of honorary “Life Membership” on a member who has demonstrated valuable service to ANTSEL and the profession over a considerable period of time. The nominee must be a current member of ANTSEL or an immediate past member (within a year); occupied the position of Principal/Assistant Principal/ or equivalent level for a minimum of five years; has been a financial member of ANTSEL during the whole period and has retired or is in their final year of service.
Current members of the ANTSEL Executive Committee are eligible for nomination provided they are nominated by non committee members.

The “Meritorious Service Award” will recognise someone who has demonstrated valuable service to ANTSEL and the profession over a considerable period of time. Nominees must be a current member of ANTSEL or an immediate past member (within a year). Current members of the ANTSEL Executive Committee are eligible for nomination provided they are nominated by non committee members.

ANTSEL believes that it should be party to negotiations regarding Assistant Principals’ and Principals' remuneration. The ANTSEL representative/s involved in the negotiations should be appointed by the Executive of ANTSEL. The representative/s should be an experienced Northern Territory Principal/Assistant Principal, as appropriate, with an active and demonstrated commitment to ANTSEL. The representative/s when involved in negotiations should provide regular, written reports to the ANTSEL Executive.
